There is no laboratory test for stubborn fat - assessment is clinical. Your plastic surgeon examines the areas of concern, checks skin elasticity by a simple pinch test, measures fat thickness and reviews your weight history. Good skin tone predicts smooth results, while very lax skin may need a combined skin-tightening procedure such as a tummy tuck.
Before surgery, routine fitness tests are done: blood counts, blood sugar, thyroid profile, ECG and an anaesthesia check-up. If a hormonal cause of weight gain (such as hypothyroidism) is suspected, it is corrected first. The surgeon then marks the areas, discusses the realistic amount of fat that can be removed safely, and gives you a single transparent cost quote.

Liposuction is usually performed under general anaesthesia, or spinal/local anaesthesia with sedation for smaller areas.
